It can mean a division stacked with genuine 90-plus talent at the very top, or it can mean a division where the floor is unusually high — where even a middling spin still hands you something usable. The table below ranks every division in the 25-0 dataset by 90-plus overall fighters first, then by average peak overall as the tiebreaker, using each fighter's best-rated edition.
Welterweight comes out on top by that measure: 4 fighters clear a 90 overall at their peak, out of 48 entries in the division, for an average peak overall of 83.4. At the other end, Flyweight has no fighter rated 90 or above, with a division-wide average peak of 80.3 — the flattest curve on the board rather than a weak one, since 39 entries still average within a few points of the top division.
