Penn fought at welterweight on an irregular basis, moving up from lightweight for a handful of bouts across his career. His clearest welterweight statement came at UFC 46 in January 2004, when he submitted Matt Hughes with a first-round rear-naked choke to win the UFC Welterweight Championship. He later challenged Georges St-Pierre for the title at UFC 94 in January 2009 and lost by fourth-round TKO after a doctor stoppage, a result that showed the difficulty he had controlling larger, wrestling-heavy welterweights. His grappling at 170 pounds is reflected in an 85 BJJ rating.
